The first to announce the Hulk's ownership of the Avengers to intimidate the greatest threat on Earth, Loki, during the Battle of New York, was Iron Man. Bruce Banner then managed to get from New York to Sokovia, to another planet and finally to an Asgardian spaceship, accompanied by the now Loki as a hero. The God of Evil then spoke the same phrase to intimidate Thanos, the greatest threat to the universe. What started out as just a fun, one-off offer became something much more significant. This chain of landmark proposals was Nick Fury's final move to succeed in the carefully planned Avengers Initiative he had been working on since breaking into Tony Stark's home in his first appearance.
